Submit reports by email without creating an account. Please include the affected domain and any available supporting evidence. Incomplete reports may also be submitted and will be assessed based on available information.

ENGLISH

1. Abuse reporting contact

To report suspected DNS Abuse or other illegal activity involving a domain name sponsored by the registrar, email the following address. No IBI account or login is required.


2. Types of reports accepted

We accept reports of suspected phishing, malware, botnets, pharming, and spam when used to distribute one of those types of DNS Abuse. Reports of other alleged illegal activity involving sponsored domain names may also be sent to this address.


3. Information to include

Please provide as much of the following as is reasonably available:

  1. Affected domain name(s) and the complete URL(s), where relevant.
  2. Type and description of the suspected abuse, including when and how it was observed.
  3. Supporting evidence, such as screenshots, relevant email headers, dates/times, or security findings. Please do not send executable malware samples.
  4. Reporter contact email for acknowledgement and follow-up, and organization or authority (if applicable).
  5. Any urgent risk to users or other contextual information that may help prioritize the report.

Do not include passwords, unrelated personal information, or other sensitive data that is not necessary for the investigation.


4. Receipt, handling, and investigation

1 · Receive & recordRecord the date received, reporting contact, reported domain(s), allegation, and available evidence in the abuse tracking record.
2 · AcknowledgeConfirm receipt to the reporter by email, identifying IBI.net, the reported domain(s), and the date of submission so the report can be referenced later.
3 · Assess & investigateReview severity and evidence; examine reasonably available registration, DNS, and other relevant information; and request clarification if needed.
4 · Respond & trackTake reasonably prompt and appropriate action, record findings, communications, measures taken, and closure, and provide an appropriate response to the reporter.

Where actionable evidence establishes that a sponsored domain is being used for DNS Abuse, we assess appropriate mitigation promptly. Depending on the circumstances, measures may include contacting the registrant or hosting provider, requesting removal of abusive content, applying appropriate domain-level restrictions, or other lawful mitigation. Measures are proportionate to the harm and take account of potential collateral effects on legitimate services.


5. Reports from law enforcement and public authorities

Law-enforcement, consumer-protection, and other eligible public authorities should clearly identify the reporting authority and use the email subject “Law Enforcement / Urgent Abuse Report – [domain]”. Well-founded reports of illegal activity from eligible authorities are prioritized for review by authorized personnel within 24 hours, in accordance with the applicable ICANN registrar requirements.


6. Case records and follow-up

We document the receipt of abuse reports and our responses, including investigation steps and any mitigation or referrals. Records are retained for the shorter of two years or the longest period permitted by applicable law, and supplied to ICANN upon reasonable notice as required by the Registrar Accreditation Agreement.

Submission of a report does not necessarily result in immediate suspension of a domain name; each case is evaluated on its facts, available evidence, and applicable legal and contractual requirements.

1. 도메인 악용 신고 접수처

IBI.net에서 관리하는 도메인과 관련하여 DNS 악용 또는 불법행위가 의심되는 경우 아래 이메일로 신고해 주시기 바랍니다. 회원가입이나 로그인이 필요하지 않습니다.


2. 신고 대상

피싱(Phishing), 악성코드(Malware), 봇넷(Botnet), 파밍(Pharming), 그리고 위 유형의 DNS 악용을 유포하는 수단으로 사용되는 스팸(Spam) 등을 신고할 수 있습니다. 등록·관리 중인 도메인을 이용한 그 밖의 불법행위 관련 신고도 접수합니다.


3. 신고 시 제공할 정보

가능한 범위에서 다음 정보를 포함해 주세요.

  1. 문제가 되는 도메인명과 관련 전체 URL.
  2. 의심되는 악용 유형 및 구체적인 정황, 발생·발견 시각 등.
  3. 증빙자료: 화면 캡처, 관련 이메일 헤더, 보안 분석 결과 등. 실행 가능한 악성코드 파일은 첨부하지 마세요.
  4. 신고자 이메일 주소 및 해당되는 경우 소속 기관·담당자 정보.
  5. 긴급한 위험이나 피해 상황 등 우선 검토에 도움이 되는 정보.

조사에 불필요한 비밀번호, 무관한 개인정보 및 민감정보는 보내지 마세요.


4. 신고 접수·처리·추적 절차

1 · 접수 및 기록접수 일시, 신고자 연락처, 대상 도메인, 신고 내용과 증빙자료를 신고 관리 기록에 남깁니다.
2 · 접수 확인IBI.net 명칭, 신고 도메인, 신고일이 포함된 접수 확인 이메일을 신고자에게 발송하여 신고 내역을 확인할 수 있게 합니다.
3 · 검토 및 조사사안의 심각성과 증빙자료를 검토하고, 합리적으로 확인 가능한 도메인 등록정보·DNS·기타 관련 정보를 확인하며 필요하면 추가자료를 요청합니다.
4 · 대응 및 이력 관리합리적인 범위에서 신속하게 적절한 조치를 진행하고 조사 경과, 관련 연락, 처리 조치, 종결 내역을 기록하며 신고자에게 필요한 결과를 안내합니다.

등록·관리 중인 도메인이 DNS 악용에 사용된다는 실행 가능한 증거가 확인되면 지체 없이 적절한 완화 조치를 검토합니다. 사안에 따라 등록인·호스팅업체에 대한 통지, 악성 콘텐츠 제거 요청, 도메인 단위의 적절한 제한 조치 등 합법적인 대응을 할 수 있습니다. 이때 피해의 심각성과 정상 서비스에 미칠 부수적 영향을 함께 고려합니다.


5. 수사기관 및 관계 행정기관의 신고

수사기관, 소비자보호기관 및 관련 요건을 충족하는 공공기관은 신고 기관과 담당자 정보를 밝히고 메일 제목에 “Law Enforcement / Urgent Abuse Report – [도메인명]”을 기재해 주시기 바랍니다. 해당 기관이 제출한 근거 있는 불법행위 신고는 ICANN 등록기관 의무에 따라 권한 있는 담당자가 24시간 이내에 우선 검토합니다.


6. 처리 기록 및 후속 관리

신고 접수 및 대응, 조사 과정, 취한 조치 및 관계기관 전달 내역을 문서화하여 관리합니다. 관련 기록은 2년 또는 관계 법령상 허용되는 최대 기간 중 더 짧은 기간 동안 보관하고, 계약상 요구에 따라 ICANN의 합리적인 요청이 있으면 제공합니다.

신고 접수만으로 도메인이 즉시 정지되는 것은 아니며, 구체적 사실관계와 증거, 관련 법령 및 계약상 의무에 따라 판단합니다.
